Overview

The Ministry of Communications and Technology invites sealed bids from eligible bidders for the Purchase of Goods with related Services for Designing, Development, Supply, Installation, Testing, Commissioning, and Support of the Quality of Service (QoS) Monitoring System for the support to the National Communications Authority of Somalia (NCA), FGS.

Scope of Work

The Federal Government of Somalia has received a grant from the International Development Association (IDA) to finance the Eastern Africa Regional Digital Integration Project, and intends to apply part of the proceeds to payments for the Purchase of Goods with related Services for Designing, Development, Supply, Installation, Testing, Commissioning, and Support of the Quality of Service (QoS) Monitoring System. The goods and services are to be delivered to Hamarweyne district, P.O. Box 55, Mogadishu, Somalia within an eight (8) week period from the contract date.

Bidding Requirements

• Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank Procurement Regulations for IPF Borrowers dated July 2016, revised November 2017, August 2018, November 2020 and September 2023.
• A complete set of Bidding Documents in English may be obtained by submitting a written application by email. Bidders must state in the application the electronic address to which the Bidding Documents should be sent.
• All bids must be accompanied by a Bid-Securing Declaration.
• Bids must be delivered in hard copy to the address below on or before the deadline. Electronic bidding will NOT be permitted and late bids will be REJECTED.

Bids will be publicly opened on October 8, 2026 at 1.30pm (Mogadishu, Somalia Local Time) in the presence of the bidders' designated representatives and anyone who chooses to attend, at the address below.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.

The Ministry of Communications and Technology (MoCT), FGS invites sealed Proposals from eligible Proposers for the supply of Spectrum Management and Monitoring Equipment (Fixed and Mobile Units) in support of the National Communications Authority of Somalia (NCA), FGS.

Scope of Work

The Federal Government of Somalia has received a grant from the International Development Association (IDA) to finance the Eastern Africa Regional Digital Integration Project, and intends to apply part of the proceeds to payments for the Spectrum Management and Monitoring Equipment (Fixed and Mobile Units). The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) with Rated Criteria as specified in the World Bank Procurement Regulations for IPF Borrowers.

Minimum Qualification Criteria

• Financial capability: average annual turnover over the last three (3) years (2023, 2024 and 2025) of not less than USD 3,000,000, and demonstrated access to financial resources of USD 1,000,000 within the same period.
• A minimum of five (5) years of experience in the design, supply, installation, commissioning and support of spectrum management and monitoring systems (fixed and mobile units), radio monitoring networks, or related regulatory technical platforms.
• Proven evidence of satisfactory completion of at least two (2) similar projects within the past seven (7) years delivering spectrum monitoring systems for national regulatory authorities or telecommunications operators, with at least one client reference per project supported by documentary evidence.
• Proven experience delivering vendor-neutral spectrum monitoring and management platforms with real-time monitoring, measurement, direction-finding and geolocation capabilities across fixed and mobile monitoring stations, in multi-vendor and multi-technology environments (2G/3G/4G/5G and broadcast), including compliance with applicable ITU-R recommendations.
• At least two (2) comparable contracts completed within the last five (5) years for the implementation of spectrum management and monitoring systems, with a minimum contract value of USD 1,000,000 each.
• Proven international experience implementing comparable systems in developing countries, including Fragile, Conflict and Violence (FCV) affected countries.
• The Proposer shall be a legally registered entity in its country of origin.

A pre-proposal online conference will be held on September 14, 2026 at 2.00pm (Mogadishu, Somalia Local Time), held virtually via Zoom. The meeting link is provided in the Specific Procurement Notice.

Proposals will be publicly opened on October 20, 2026 at 1.00pm. Outer envelopes marked "ORIGINAL PROPOSAL" and inner envelopes marked "TECHNICAL PART" will be opened in the presence of designated representatives. Envelopes marked "FINANCIAL PART" remain unopened in safe custody until the second public opening.

All Proposals must be accompanied by a Proposal-Securing Declaration using the form included in the proposal document.

The Federal Republic of Somalia has received a grant from the International Development Association (IDA) of the World Bank toward the cost of the Regional Digital Integration Project (EA-RDIP), and the Ministry of Communications and Technology intends to apply part of the proceeds for consulting services.

Scope of Work

The consulting services ("Services") is required to be undertaken as an external consultant firm supporting the client, National Communications Authority (NCA) in the Federal Government of Somalia to carry out the implementation for the assignment of "Consulting Services for CERT Enhancement". The consultant firm will undertake all the specific required tasks detailed out in the Terms of Reference (ToR). The consultant service is expected to be conducted and reports delivered within eighteen (18) months from commencement of the contract.

Short-listing Criteria

• Core business of the firm and years in cybersecurity and Information and Communication Technologies (ICT), particularly in the following areas: incident response, cyber threat intelligence should be at least 5 years.
• The Consulting firm should demonstrate at least 2 similar assignments successfully implemented during the last 5 years in Integrating and customization of CSIRT/CERT/CIRT/SOC Tools; Developing policies and procedures related to CSIRT/CERT/CIRT/SOC operations (operational workflows, SOPs, incident management processes, service level management frameworks, among others) is required.
• Experience in setting up cybersecurity operations center tools, configuring honeypots, integrating external threat-intelligence feeds, and implementing related incident-detection and response capabilities.
• Demonstrate Extensive knowledge of cybersecurity policy, strategy, and operations in a government context.
• Demonstrate experience of relevant services implemented in Somalia, or an environment similar to that of Somalia; and
• The technical and managerial organization of the firm. (Provide only with the structure of the Firm organization) Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.

Additional Information

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint venture and/ or a Sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.

The consultant service is expected to be conducted and reports delivered in approximately four (4) months from commencement of the contract.

Short-listing Criteria

• Core business of the firm and years in ICT policy, regulatory, environmental sustainability, or related advisory services should be at least five (5) years.
• The Consulting firm should demonstrate proven experience in at least one similar assignment related to green ICT, environmental sustainability, or e-waste management, and experience working with public sector institutions or regulators.
• Demonstrate experience of relevant services implemented in Somalia, or an environment similar to that of Somalia; and
• The technical and managerial organization of the firm. (Provide only with the structure of the Firm organization) Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.
