The telecommunications market has been operating without regulatory frameworks for over 20 years since the collapse of the central government in 1991. The National Communications Act has been passed by the parliament in 2017, which as a result the National Communications Authority has been established. The National Communications Authority (NCA) has worked on promoting a fair and competitive market environment for the benefit of the consumers and developed licensing regulations that enables sustainable competition and increased investment in the sector. NCA’s implementation of the law is based on the principle of free and fair competition to encourage increased access to services, lower prices, improved efficiency, better quality, and greater consumer choice of services. We have conducted extensive consultations with the communications sector to discuss on the issues of licensing and address their concerns. License fees and type of licenses were among the issues discussed, and operators’ concerns has been addressed by the authority. As a result, the Unified Licensing Framework (ULF) has been agreed upon.
