Mogadishu, Somalia – 12 October 2025 –The Ministry of Communications and Technology (MoCT), in collaboration with the International Telecommunication Union (ITU), today kicked off a two-day National Multi-Stakeholder Consultation Workshop to validate Somalia’s Digital Transformation Strategy (2025–2030).

The workshop brings together representatives from key government ministries and agencies, as well as licensed telecom operators, to review and refine the country’s digital roadmap to foster inclusive growth and innovation.

Speaking at the opening, Mr Mustafa Almahdi, Program Officer at the ITU Arab Regional Office, reaffirmed ITU’s support for Somalia’s digital vision and stressed the importance of collaboration in advancing national development through technology.

Mr. Mustafa Yasin Sheik, Director General of the NCA, stated that the strategy marks a crucial step in Somalia’s digital progression, reflecting the country’s commitment to developing a resilient and inclusive digital ecosystem. He emphasized the importance of strong partnerships between government, the private sector, and development partners in driving this change and ensuring its sustainability.

In his remarks, H.E. Mohamed Adan Moallim Ali (Somali), Minister of Communications and Technology, highlighted that the Digital Transformation Strategy will serve as a national framework guiding all ICT-related initiatives across sectors. He emphasized the government’s commitment to policy coordination, investment in digital infrastructure, and capacity development to accelerate service delivery and economic growth.

Over the two days, participants will engage in discussions on Somalia’s digital vision, strategic pillars, and implementation roadmap, focusing on governance structures, funding models, and regional alignment with the African Union and East African Community frameworks.

The consultation forms part of Somalia’s ongoing efforts to strengthen digital governance and accelerate progress toward an inclusive digital economy.
