Overview

The NCA seeks to engage a qualified Pricing and Interconnection Specialist to support market data collection and analysis, monitor regulatory compliance, coordinate with operators, prepare technical reports, and maintain regulatory databases.

Scope of Work

National Communications Authority's (NCA) mandate to promote fair competition, consumer protection, investment, and sustainable growth in the telecommunications sector. The NCA is implementing various initiatives related to interconnection, pricing regulation, infrastructure sharing, roaming, licensing, and universal access. To support the effective implementation of these activities, the NCA requires a dedicated Pricing and Interconnection Specialist to provide technical, analytical, administrative, and operational support to the NCA. The Pricing and Interconnection Specialist will contribute to the day-to-day implementation of regulatory activities related to interconnection, pricing, roaming, infrastructure sharing, licensing, and market analysis, while assisting in stakeholder engagement, monitoring compliance, maintaining regulatory records, and preparing technical reports.

Required Qualifications and Experience

  • A Bachelor's degree in Telecommunications Engineering, Electrical Engineering, Economics, Information and Communication Technology (ICT), Business Administration.
  • Minimum of three (3) years of professional experience in telecommunications regulation, telecommunications operations, interconnection, pricing, market analysis, licensing, infrastructure sharing, or related fields.
  • Demonstrated experience in telecommunications market analysis, tariff monitoring, regulatory compliance, or telecommunications policy implementation.
  • Experience working with telecommunications operators, regulatory authorities, government institutions, development partners, or ICT sector projects.
  • Experience in collecting, analyzing, and interpreting telecommunications market data and industry statistics.
  • Experience supporting stakeholder consultations, industry engagements, workshops, and regulatory coordination activities.

Duration and Reporting of the Assignment

The consultant will report to the client, the National Communications Authority (NCA), through its Director General as a supervisor; the consultant should submit written monthly and quarterly progressive reports with the review and satisfactory approval of the client.

Overview

The NCA seeks to engage a qualified Cybersecurity Capacity Development Specialist to support the implementation of national cybersecurity initiatives, institutional capacity development, workforce enhancement, cybersecurity awareness programs, and cyber resilience initiatives in Somalia.

Scope of Work

The client, National Communications Authority (NCA) requires a dedicated Cybersecurity Capacity Development Specialist to support the implementation of national cybersecurity initiatives, institutional capacity development, workforce enhancement, cybersecurity awareness programs, and cyber resilience initiatives in Somalia. The Specialist will serve as the National Communications Authority's focal point for engagement with global digital and social media platforms, supporting the establishment and maintenance of effective relationships with major online service providers operating in Somalia.

Required Qualifications and Experience

  • Postgraduate degree in Cybersecurity, Information Security, Computer Science, Information Technology, Telecommunications, Digital Transformation, or related field.
  • Minimum of five (5) years of professional experience in cybersecurity capacity development, cybersecurity awareness, SOMCIRT/CERT operations, or ICT security leadership roles in either the public or private sectors.
  • Relevant experience in cybersecurity capacity-building initiatives, ICT development programs, digital transformation projects, telecommunications, regulatory institutions, academia, international organizations, or consultancy assignments.
  • Demonstrated experience in designing and implementing cybersecurity awareness campaigns, workforce development programs, institutional strengthening initiatives, and cybersecurity training activities.
  • Proven experience in organizing cybersecurity trainings, workshops, CyberDrills, conferences, stakeholder engagement programs, and cybersecurity awareness events.
  • Demonstrated capability to coordinate with government institutions, academia, development partners, regional organizations, private sector stakeholders, and international cybersecurity communities.
  • The Candidate should have work experience and in-depth knowledge of Somalia generally and a sensitivity to the underlying state of fragility and prevailing challenges in particular.
  • Proven experience in cybersecurity-related assignments at high-level Government institutions, NGOs, regulatory authorities, international organizations, and various other stakeholders.

Overview

The Federal Republic of Somalia has received a grant from the International Development Association (IDA) of the World Bank toward the cost of the Regional Digital Integration Project (EA-RDIP), and the Ministry of Communications and Technology intends to apply part of the proceeds for consulting services.

Scope of Work

The consulting services ("Services") is required to be undertaken as an external consultant firm supporting the client, the National Communications Authority (NCA), FGS to carry out the implementation of "Consulting Service for National Guidelines for Greening Digital Infrastructure and E-waste Management". The consultant firm will undertake all the specific required tasks detailed out in the Terms of Reference (ToR). The consultant service is expected to be conducted and reports delivered in approximately four (4) months from commencement of the contract.

Short-listing Criteria

  • Core business of the firm and years in ICT policy, regulatory, environmental sustainability, or related advisory services should be at least five (5) years.
  • The Consulting firm should demonstrate proven experience in at least one similar assignment related to green ICT, environmental sustainability, or e-waste management, and experience working with public sector institutions or regulators.
  • Demonstrate experience of relevant services implemented in Somalia, or an environment similar to that of Somalia; and
  • The technical and managerial organization of the firm. (Provide only with the structure of the Firm organization) Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.

Additional Information

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint venture and/ or a Sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
